Filling gap around window sill

Hello

I have fitted a new window sill and now need to fill the gaps around it. Whats the best way of filling the big gap underneath? I've thought about and sand and cement mix for the base coat then filler to finish and sand. Also what prep do i need to do?

Why did they leave them like that?

Anyway some filler and flatplate will tidy it up.
