Fire alarm servicing

I service fire alarm systems and recently went on a refresher maintenance course with the NIC. They obviously tell you to report anything and everything that is incorrect and sonlately I have been wondering what to note down as an observation on my fire report when in my opinion the premises doesn't have enough fire detection.
I appreciate it is all down to a risk assessment but a lot of small hotels that I work in etc don't have one in place or they do but it doesn't state the category of fire system it should be? I.e L1L2L3 etc...

I have been advising them to check with there risk assessor that the system they have is adequate?

Any advice?
