Fire alarm system for Victorian conversion

Hello,

I live in a flat I own in a Victorian conversion (converted to flats in 1984), 4 levels and 4 flats all together.

On flat is rented and the previous tenant made a complain to the Council and health and safety investigation is imminent.

Our property management company hired a specialist to write a report on what’s needed to improve. That was given to an electrician and he ended up with proposing to install (asking £4000):

4 safety lights, 1 per each floor
1 X 4 zone panel in the ground floor communal area.
4 X heat alarms with combined sounder in the entrance way of all flats.
4 X smoke alarms with combined sounders, 1 for each floor.
4 X manual call points, 1 on each floor.
1 X twist lock cut off switch next to panel.

All of the Victorian conversions in my neighborhood do not have all these systems.

The electrician is going to use trunking for all the cables, which together with the above systems will make the small corridor and staircase look horrible, like an industrial place.

Do we need all these?
Please help!

Completely unsuitable for a multi-dwelling property. A false alarm in one flat will put the whole building in full alarm. Not sure what a twist-lock cutoff switch is but it also sounds non-compliant with BS for fire alarm systems.

would it not be better to let the Council do their investigation first and then comply with their recommendations once complete?

better to follow the recommendations, then theres no issues to be contested.

I don't do fire systems, it doesn't sound quite right to me.
