Fire proof ratings of materials in extension

good afternoon, we have the ground floor of our extension done now. But I was thinking. Building control want triple layer of plasterboard on the external wall to give one hour fire resistance. The outer leaf is rendered concrete blocks. Surely they give one hours fire resistance and I could use a single layer of plasterboard or doesn't it work like that?

BC have said they want triple layer of pb on an external wall? Can you get that in writing? Is your extension steel framed?

submitted the plans and spec with a double layer and he said this wouldn't be enough. I've never heard of triple layer?
 
Why do you need fire resistance for an external wall?
Is it a steel or timber frame?
