Been told fire stopping regs do not apply within loft areas in adjoining tenanted houses, not needed and only applies to flats? This true?

What regs are you referring to?

And in what context, new work or existing?

Existing and new; district heating re-pipe into all properties and old 2inch asbestos cement pipework housing redundant tv cable situated nearby.

I think fire stopping (or a sleeve) IS required in those situations because the pipes are breaching a compartment wall.

No statutory regulations apply, but common law will deal with any responsibility should claims arise

If the ceilings are the compartment fire barriers then that could be true. But even so there would still be an obligation to prevent fire spread unseen within voids.
