Fire surround not flush to the wall

Ignore the HETAS guff. You have an aesthetic problem on your hands at the moment not a safety/regulatory one.

This exact surround is specifically designed to be married to a stone or cast iron insert. Any use of it without that insert could potentially always look a bit half baked. But I would agree that the only way to do a proper job on this one is to draw round the outside of the surround with a pencil, put aside the surround and then carefully chop away the plaster back to bare brick. You can then offer up the surround into its little sunken home against the brick where it can sit flush - then make good with some filler and paint. The issue you may have is that you might not find enough depth in the plasterwork for the surround to be pushed back enough to remove your 30mm ish inside gap tho.

if you want to just slightly improve the aesthetics for the time being until your longer terms plans for the gas fire become clearer. Just screw her to the wall and caulk the outside gap, paint her up and just live with the inside gap. It will look slightly less like just leaning against the wall.
