Just changed ISP but my Norton firewall needs to be disabled to allow dial up.

How do I configure it to accept a new ISP?

what ISP is it, you shouldn't have to disable a firewall to connect to an ISP

Number blocking is available for dial ups on some firewalls. It may be that he needs to permit the new number.
 
Thanks for the manual link - looks like there are several possibilites.
