fitting a staircase

Hi,
The new staircase has arrived and I an in the process of fitting it. The newel posts have been left long by the makers, is this so that they go below the floor boards ?
How do carpenters normall fix the newel posts to a suspended floor ?

timber floorboards over 4"x2" joists (1927 house)

there are lots of ways of dealing with the bottom newel bolting to joists morticing into floor etc...the more normal practice is to cut flush at floor level
