What is the best way to do this for a water tight joint.

Throw away the thin washer probably foam and use plumbers mait or silicone

Yep I can second the basin mate but also with silicone between each surface. I tried without and it all seemed water tight and a very good fit yet still beads of water came down the thread so re did with added silicone -- no leaks now
