Fitting electric fire and fireplace

Doing a job for the inlaws in their new flat, fitting an electric fire and fireplace. I will be laying the marble hearth straight onto carpet as it is a concrete floor, but I will need to cut out the skirting. I am reluctant to remove the skirting completely so have been advised to use a tenon?? saw with fine tpi. What is recommended?

Also as The fireplace fits directly over a plug socket is it safe to use it to avoid cable running along the edge of the floor. There will be clearance enough for the plug and socket.

Any ideas greatly appreciated
