wooden flooring over or under hearth?

i plan to lay & glue solid oak flooring on original/sound concrete in the front room and have also arranged for a new marble aggregate fireplace/gas fire and hearth to be fitted.

i've received conflicting advice about what to do first. the fireplace fitter advises that the fireplace is fitted to the concrete and the flooring butted up against it. my neighbour fitted his floor first and had his fireplace laid on top..

any advice would be appreciated.
