Is is possible to fit flush ceiling lights to a concrete ceiling?
I guess the flex is channeled into the ceiling (or is there an easier way?)
How about the light fittings themselves?

If your really determined to have recessed lighting then a false ceiling is proababblly your best bet.

jonnyb, unless there is already conduit and boxes in the concrete slab, you will have to run all the cables on the surface somehow, and have "cabinet" surface mounted lights.

Dont go chisseling away at the ceiling, whatever you do!!!
