Fitting skirting to dodgy brick wall

Looking for advice on the best way to fit skirting to this wall.
Pulled off the old and most of the plaster had crumbled. The old skirting was nailed into the mortar joints.


Was thinking clearing most of the loose plaster and 'no nailing' several wooden noggins to the brick then plastering down to 10mm off the floorboards. Then screw the new skirting to the noggins.Dont think no nailing skirting onto new plaster would get a tight enough fit.

Would this be acceptable?
Any better ways?

Why not drill, plug and screw?

I'm sure the old skool way the wooden noggins were in the mortar joints so maybe have a look see if they are still there
 
You can screw,nail or glue, but with adhesive use scraps of timber pinned to floor boards to brace the skirting till set.[or for concrete floor use the weight buckets of water with timber brace to keep in place].

The best option here is Multi Fix T30 screws in conjunction with trend snappy countersinks and plug cutters.
