Currently we have boarded stair rails which we would like to replace with spindles, what is the best way to go about this so as not to compromise it's required strength.

Have you tried removing any of the boards? You may find that there are already spindles fitted behind them. 
I wish. No it just has a single board running full length and has never had spindles.
