Fitting window, permitted development?

Hi,

I want to fit a small obscured glass window (1000mm wide by about 400mm high) in the side of my garage wall as it'll be getting converted to a bedroom.

It would view out onto next doors side footpath and door but will be high enough up the garage wall you wouldn't be able to see out of it I just need it there to meet ventilation requirements.

Would this come under permitted development?

The window would be permitted development, but you might come up against Building Regulations for means of escape unless you have an alternative escape window or door.

Building inspector is fully aufait with what I'm doing and the window was the only request from him, it wasn't included in the original planning application and the neighbours it will face have proven difficult about the build so far but if its pd there's nothing they can do
