Fix door frame

The bottom of my front door frame is missing and looks in the past to have been completed with a putty which is now coming away. What's the best way to fix this permanently? The area is roughly 60mm wide by 70mm high. See pic:

This is not the most permanent solution but it will work:
Go to a local building site/renovation and ask for a little plastering powder such as bonding or whatever and a little skim - tell them what its for.
Knock off and clean out the patch and prep it with a coat of white glue then fill it as a common plaster patch.

The alternative is to splice in a piece of similar section planed wood.

The white flex should not be there or under the floor coverings at all - its dangerous.
 
I shall probably try the wood route. Yes I'm trying to find out what the wire is but I suspect it's a phone cable as they're everywhere. Thanks

If there is a lot of that cable then probably an alarm system.
You could fill with wood filler [even car filler] and sand down to match existing.
