Turn off stopcock drain off water turn on all taps in house then undo cistern change flushed?
I wouldn't do this would worry about flooding.

I was wondering that when your toilet has broken do u turn off stopcock then run all the taps on house then investigate if it's the flusher or inlet valve? And what's the name of those big plier things?

Those things are often called pump pliers.
You would locate the faulty section before isolating the water and removing everything.
