Fixing Loose Leading

Had to lift the leading on the side of my house as I'm trying to repair a leak along the flat roof of the adjoining garage.

Noticed that the cement at the point where the leading is inserted into the wall has begun to crack and fall out. In some places, I can remove it with my fingers.

Its been newly done by a roofer I had to pay off as he did such a bad job.

I know in theory I can fix with lead mate but I was wondering if I should first secure the lead in place before I lead mate it.

Its doesn't seem fixed in place with anything but the cement at present.
