My friend from my time in Germany was In armed forces until around about 8-10 years, don't know all details he don't say nor tell. He takes tests for CAA with still in military and gone into filming with drones for emergency services and television news people.

Correct in a sense. It is a slang term. It is a permission from the CAA who own the air space. for ANY commercial flying in the UK you have to have a CAA permission to fly certification which is in effect and commonly known as a drone licence. It is a complicated process to obtain a CAA approval, however the paperwork is all changing as commercial drones evolve, my CAA permission is transferable from permission to GVC which is the highest level achievable, I am authorised to fly any weight and size of drones for a commercial purpose. It is not the same as the little drones that people have as hobbies. The regulations, licencing etc is very complicated and is actually quite difficult to achieve. It is simpler to just say licence as that essentially is what a CAA permission is. The final paper work you have ie certification is issued by the CAA and is your licence. It is all registred online and each serial number is checkable through the CAA and every commercial pilot in the UK is registred with the CAA.There is no such thing as a civilian Commercial drone pilots licence in the UK.
