I've seen that being done.

And thought to myself "I bet the Safety Elf would have a thing or two to say about it".
The vehicle wont move when the bucket is in the air. It is a safety feature built in, or someone could get in the van and drive off with you in the bucket.
 
I wonder if what I saw was one being towed, not a self-propelled one.

the self propelled ones drive with the bucket in the air but not the vehicle mounted ones. Logically the vans can do 80mph whereas a self propelled can only do a few mph
 
Vehicle mounted cherry pickers have stabiliser legs that have to be down to use the bucket, so impossible to drive off with, the self propelled are on wheels and uses weights to stabilise them so you can drive them in the air and why they are more stable

Must have been what I saw.

But not a H&S issue to have one moving with the boom extended and someone on the platform?

It is not reccommended but you have to watch the ground, usually have a spotter looking for pot holes etc. You are supposed to bring the boom down when travelling but the reality is that some will stay elavated whilst moving.
 
Other aspect to consider is you are on busy roads where 40 ton lorries come thundering past you only a foot away from the side of your van, you know how your car rocks when that happens, now elevate yourself to 10 metres and feel the sway, you think you are tipping over. Quite un-nerving to say the least, your hoist doesnt have time to stabilise before the next one thunders past you.
I nearly spilt my pot noodle once
 
They will have trouble recruiting people to go up 10 mtre columns on a night. It is not for the faint hearted, also it is ridiculous because as we approach the xmas season we will be hanging the xmas lighting where we will need to remove them anyway.
They won't need to, I watched some being removed.

Basically a blow lamp on an extending pole - probably window cleaning pole - with a couple of arms to position it.

Slide it up the standard, quick burst of flame and the tywrap parted, each one took maybe 2 minutes.
