Flaky plaster and paint

Hello, I have a small patch in my front hall were the plaster skim has come off and the paint is also flaking off, its only in this one location and its near the front door but not the external wall.

There is no sign of water or damp getting in and all we have done is just keep painting over it to cover the damage.

Any ideas please?

Can we paint it with something to seal it then finish it once dry?

When you painted the wall did you remove the flaky paint then sand down the area to form a key, then prime prior to painting your top coats.
Also the primer should be allowed to dry prior to top coats.

What do you use to prime on a wall? We will be finishing with Emulsion.

You can use specially prepared off the shelf primers from sheds/merchants etc...
But I would just dilute some emulsion, 4 parts water to 1 part paint.
