This is clear and understandable:

What about roof lights? Are they included in the height of the roof?

useless information;

When fitting solar panels on flat roof they are allowing 1m maximum height

Where panels are installed on a flat roof the highest part of the equipment should not be more than one metre above the highest part of the roof (excluding the chimney).

My understanding is that rooflights of up to 150mm above the roof plane are acceptable, provided they are no higher than any other part of the roof.

But I could be wrong.

It’s a little bit grey.

There’s probably an appeal somewhere that sets the precedent.

Actually that's not necessarily useless.

3m isn't excessively high for a roof, so if the regulations do make installing roof lights problematic then it could be in the makers' interests to put small solar panels along the ridge to exploit that loophole. I say "loophole" because I'd be gobsmacked if the people who wrote the rules for solar panels thought to frame them in a way to only allow "real" installations.

The stipulation on a maximum eaves height of 3m only applies to an extension within 2m of the boundary.

Further than 2m from the boundary, the only stipulation is that the

roof height should not exceed 4m.

As anything not prohibited in the p,d, rules is thereby allowed, IMO you could have rooflights taking the height up to 4m regardless of the distance to the boundary.

Indeed.

But does that mean that it's only the maximum height for the part of an extension within 2m of the boundary, or does it mean that if the extension comes within 2m then none of it may have an eaves height > 3m?

Hence my Q about whether a rooflight counts as part of the roof.

1. It means that none of the eaves must be higher than 3m, regardless of where on the extension they are.

2. Instead of writing: 'the roof height should not exceed 4m'. I should have written that no part of the extension should exceed 4m in height.
It was sloppy wording on my part. Roof-top additions such as rooflights, sun tunnels etc are allowed up to 4m.
