Flat roof to pitched

I have a 1940s semi with a extension to the side and the extension has got a flat roof which is ok now but looks like a patchwork quilt,now the house with the extension would not win a beauty contest and the whole tiled roof needs replacing which i am going to do next summer and what i would like is to have a frame built over the flat roof and extend the pitched roof over this with the new tiles,estimate about 1300 tiles but i am sure if i need planning permission,or what sort of cost this would be and where is thr best place to get tiles.

p.p. is quite likely as too is reg's. by altering the roof line you could be denying you neighbours light or view etc.

a word down at the local authority will clarify things. they may want to see a drawing.
