Flex for heating syetem

local electrical wholesaler and an electrician have told me it is fine to run 1.5mm 3/4 core heatproof flex inder floorboards etc for a 3Amp fused heating system, but i thought that would be classed as fixed wiring and thus have to be done in flat T+E etc?

are they correct?
 
What sort of length are we talking about for this run?

Is it pre or post the heating FCU?
 
Post FCU (3 amp), max length will be around 5metres.

why is T+E required for fixed wiring is it because it is tougher, or are the solid cores safer than strands (flex)?
