Flexible filling for between natural stone slabs

I laid these sandstone type slabs (used to be roof tiles on an old building) about 20 years ago. They are on a sound concrete base, the trouble is they keep expanding/contracting over time and the mortar breaks up (I must have replaced it 2 or 3 times over the years). Is there now a flexible sealant/grouting that will last, some of the spaces are 1 to 2 inches between slabs, the slabs are about 1 inch thick. The area is about 12 ft by 6 ft.

i'm no expert, but a two inch gap between slabs is huge??!!! can you not fill it with gravel?
 
I might have been exagerating re the 2"...maybe 1". I was thinking of filling the larger gaps with fine gravel prior to topping with something more (permanently) flexible ??

It's not the slabs expanding and contracting, it's the ground. If you use cement you will have problems as it's hard, and won't flex. Have a look at a firm called Whatco, they sell some flexible materials. They are also expensive.
