Floor mains in to 2 propertys

I have been asked by a friend who rents properties how he can split the mains from the floor which runs to the meter. This is at The moment split from the meter to 2 RCD units, one for the office the other to a flat he rents upstairs. He would like the flat to have its own meter so that each property has its own bill.
Will the electric company need to fit the cabling or can he get that done on his own, only then needing the electric company to install the meters??

Any help greatly appreciated.

The DNO will fit supply cables and metering, anything downstream of the meter an electrician will then be required.
AFAIAA, DNOs don't fit meters - I think one needs the electricity supplier (the company to whom one pays for electricity - who may well subcontract their meter-related activities to a third-party!) for that.
