Two sheets of 8mm ply will never, ever be as ridged as one 16mm sheet; & that should be 18mm MINIMUM unless your overboardig & then fix at 4” centres. Is it WBP ply? If not, forget it & buy some new; @ around 20 quid a sheet, the cost is insignificant against the total cost of the job your doing. £20 or even 40 quid is not worth the risk & disappointment you could end up with!
Over boarding is not the best solution in many ways but 2 sheets of unbonded ply will never give the same structural strength as a single sheet of equivalent thickness. There are some that will advise a 6mm ply overboard is sufficient, I wouldn’t but it really all depends on the size of the room, the size, span & spacing of the floor joists. If over boarding, the minimum thickness is really 12mm; again, some will advise 16 or even 18mm but IMO that’s generally not necessary. If you feel lucky, go ahead with it but if you really want to avoid you nice new tile floor cracking after 6 months, it’ not worth the 20 quid or so extra it will cost you.
