Where is this concrete base? Inside the house, outside the house.
If inside: How have you ended up with a base below the DPC? and so uneven
If outside, why would you want to put insulation in? and, of course, you realise that you shouldn't bring the level up any higher than 150mm below the DPC.
Is this perhaps part of a shed?
