Floor tiling

I've pulled up some old vinyl floor tiles from my small bathroom and will be puttng dow ceramic tiles instead.

The floors is dirty and dusty still, is there a floor paint i should put down first before i start my floor tiling ?

I'll be putting down some underfloor heating - the wire type that you lay yourself - before tiling.
