Fluorescent bulb rattles - is it dud?

I have a box of 25 T5 8W Fluorescent bulbs, of which over half rattle when turned longways.

Could these work or are the ones with a rattle bound to be dud?

I wouldn't worry. It'll either be some mercury or a catalyst.

I've now been able to test a selection of the ones that rattle and they do work
