I have a hot water cylinder that has been used as a thermal store, which I want to re-purpose for our DHW. As a thermal store, the cylinder contained water with central heating inhibitors added. Is it feasible to flush it out thoroughly enough to use the water safely for bathing, washing and washing-up?

Yes but you would be advised to go through quite an extensive cleaning process. Ultimately it would probably be advisable to follow the same process to clean it out and disinfect to the same level as would be performed for a wholesome cold water cistern.
