What is the most cost effective method of constructing a footing/foundation?

entirely dependant upon the grond conditions and the loads you are putting onto the foundation

then consider access and storage on site

variables galore

but normally strip foundations up to a depth of 1.5-2m

for my extension it was concrete strip plus trench blocks

for a small garden shed on exposed bedrock, you don't need anything at all.
