Fortic cylinder Replacement

I'm looking at a leaking fortic cylinder in a very old house. It's heated via a coal fired rayburn and a direct immersion. The heat leak rad has been removed ('never worked' according to the customer!) and there is no sign of an F&E tank, so I assume it's also a primatic and expansion goes up into the c/w header tank?

Is it now against building regs to fit a new cylinder with like for like? Do I have to add an F&E and reinstate the heat leak....properly?
 
It`ll be a direct one :idea: Heat leak will be a cast iron rad. IF it`s a stelrad it should have a primatic, but I doubt it - either one should have 22 feed/ tappings
