Foundation for a conservatory

I am looking for some advice of foundations for a conservatory. We were expecting to find chalk once the diiging started as this was what was found when we built an earlier extension.
However on digging the ground appears to be fill or made ground. The site is sloping. The builder has dug done about 1650 so far and the building inspector is not happy and is syggesting we build a raft foundation. The ground appears really soft, almost like topsoil. Is a raft the best way to go as someone else was suggesting it may need piling?
 
You need to get a structural engineer involved to design a foundation suitable for the ground, rather than chance one over another
