Fresh skim- stains

Hi guys,

I have just had the office skimmed and albeit a good job there are some water splash marks/runs where it wasn't trowled off once wet.

I have applied a few coats of white emulsion as a base coat ready to paint with the clolor but the marks are showing through the paint.

I did 50/50 water paint on first coat then a second 30/70 water paint and then a 3rd full paint and you can still see it.

Any advice?

It is fading away so should i just give it a few more coats?

It could be dilute PVA that is showing through, these can be hard to cover so need a stain block of some kind to seal over them before further coats of emulsion.
