Fuse blowing in boiler

We have a Ravenheat Little Star gas combi boiler. Last week the 3 amp fuse blew in the socket, which I replaced and then the 2amp fuse in the boiler blew as soon as it fired up again. This happened a couple of times so I decided to get someone in to look at it.

The guy (who said he was Corgi registered), took 3 hrs taking apart the electrical sockets (including an external thermostat) and rewiring which didn't work so tried to rewire the boiler direct into a wall socket using a new cable and a 3amp plug. He then phoned the Raven heat people who told him to disconnect the pump which stopped the fuse blowing and we were told that we could still get hot water. After an hour of putting the heater and electrics back together, our engineer left, not having fixed the problem leaving us slightly non-plussed as to what the problem is. When it tries to power up now the boiler just makes some loud noises as though it's trying to do something and the red overheat light comes on (no pilot light).

Questions-1-Does this work sound reasonable? Should this guy have not just phoned Ravenheat straight away, or been able to isolate the problem quicker?
2-Does anyone know what the problem could be? Is the offending problem the pump? If this was replaced could other problems come up?

Any general advice would be well received. I get the feeling I've been ripped off but don't know enough to question this.

The pump is clearly faulty and blowing the fuse, its a common fault.

Should have been diagnosed within a few minutes!

I hope you did not pay him for his incompetence.

Check on the CORGI web site to see if he is listed. Could well be! Just being registered does not mean that he can diagnose faults.
