Fuse box over boiler

We are having our kitchen rewired and the electrician has suggested installing a new fuse box so that only one wire would need to be run back to the existing fuse box (currently the sockets are run off the upstairs circuit).

The neatest place for the new fuse box to go would be above the boiler, does anybody know whether this would be legal or not?
