A numpty with no common sense and doing no research may have an accident with scissor lift.
Go have a look at ones at hire shop. Size it up.
You may decide to get some professional help from a local decorator.

I have never used one but they seem to work on the principle that they are so heavy that they will not topple on suitable surfaces.

I have no idea how suitable your surface is.

Surface is good but even though the path is 1m wide there is the vent pipe from the sewer in the way too.

I would go with scaffolding then. They may need to drill eyelets into the wall to secure the scaffolding given that you cannot extend it into the neighbour's garden.
