garage extension,concrete base exists

I am going to extend into my garage and turn it into a play room for my kids. Its an integral garage as part of my house. My bedroom is above the garage. The floor is concrete at least 6" already and runs thru to the garage door. Firstly, do I need to dig footings? (its only going to support a 10 course wall and upvc window). Also, what do I do with the floor as I need to raise it by two blues to make it even with the inside of the main house. Should I insulate with 70mm insulation board and screed? or concrete or whats the alternative?

Please advise someone!
