Do i need an isolater next to the house consumer unit in order to isolate the garage or is the breaker on the rccd side of the consumer unit ok for this purpose ?

The MCB is a single pole device, and therefore will not completely isolate the garage.

Why do you want to isolate it?

yes the garage supply cable runs from the house consumer unit to the one in the garage

Yes i can turn off the house con unit and that will isolate the garage but i thought you had to have a local means of isolation to isolate the garage and the cable feeding the garage

You have got a local means of isolation - the main switch in the CU is only a few inches away from where the cable to the garage starts.
