Garden drainage.

Hi, I've got a heavy clay garden and the grass dies, I'm replacing the moss with artificial turf. I was thinking of putting in perferated pipe in to help drainage. The left hatch connects to sewerage, it stinks. Is the other for rain water? Can I connect to rainwater drain?
 
The left one connects to this, so that's got to be sewerage. It comes down the middle channel, there's a toilet off to the right on this image.

I'm not sure there's a manhole for the right one hatch in the garden.

If they are rodding eyes, do they both go to sewerage or is one for rainwater?
 
Looks like one for each with them being slightly offset.

Put your ear to it and get someone to chuck a bucket of water down one of your rain water gully's.
 
I would, but the rainwater is 3 floors up :D I might be able to lift the drainpipe adaptor and give that a go.
 
Are there 2 sets of manholes in the road? You could bang on them and hear it at your rodding eye.
 
There's another man hole cover a bit further down the path, I'd just assumed it's another sewerage one. I'll go poke around.
 
So the Mrs poured water out of the skylight window and I could hear in the right hand rodding eye hole. Can I add one of these http://www.wickes.co.uk/Wickes-110mm-Terracotta-45-Deg-Triple-Socket-Junction/p/432005 and then connect the new section to some perforated pipe with a fall in it, obviously surrounded by gravel and fabric to prevent clay entering? I'm sure it will be overkill but I don't want to go though all hassle and then just end up with a pool in the artificial grass.

Id also like to raise the hight of the access panels to be level with where the new lawn will sit. Either of these require notice/permission?

Yes, you can do that. Just don't put any clay back on top like I saw a guy do on one of the TV shows.
