I am looking at having a low retaining wall built and would like to ask about the size of footing required.

The wall is expected to be about 300mm high an will be brick facing with a second skin of concrete block.

What would be the recommended depth of the footing from the paved level?
What thickness of footing is needed?
Could I use concrete blocks in the bottom of the trench instead of concrete mix?

Any advice and comments would be appreciated.

Do you really mean it's only 12" - that's nowt is it?

What's it retaining? What type of ground is it - clay etc?
 
You could build a 300mm high retaining wall a single 1/2 brick thick and it would be fine.
A footing 300mm wide by 200 deep a few hundred mm below ground would be plenty.

Scrape off the top soil down to something a bit more solid - about 250mm.

It only needs to be as wide as a normal builders shovel, no need to go mad

Yes you can lay some blocks flat, but make sure to bed them on mortar as normal and bond the next course
