I am wanting to build a garden wall to the front of my house. Do i need permission and how deep do the footings have to be?

How big is the wall? How close to the public highway? Is your house listed or in a conservation area?
I want the wall about 3ft high and will be about 3 paving slabs away from the road. Cheers
