Gas flue modification carried out without permission!

The flue is still in situ as my parents are not allowed access to that wall (despite it being theirs) as they would have to enter the neighbour's land!
What you are allowed to do will be laid down in the deeds of your parents' and your neighbour's houses.
The deeds to most properties contain clauses covering access by neighbours for the purpose of maintenance. If both houses were built at the same time by the same developer they will have identical deeds with a clause similar to the following (copied from my deeds):

The right .... to enter ... upon the immediately adjacent plots of land ... for the purpose of inspecting cleaning repairing altering renewing repointing repainting the building or buildings ... (insofar as such works cannot reasonably be carried out without such entry) ... after giving reasonable previous notice to the owner or occupier of the adjoining land.

This should have been the case when the wall to her parents house was built as the builder would have had to have been in the neighbours to build it I would have thought :?

The reporting of injuries, diseases and dangerous occurrences regulations 1995.
It is a proccedure for reporting certain events to HSE. Its called a RIDDOR and involves completing an HSE document.

They are pretty useless, but I keep trying by spoonfeeding them information and suggestions. It isn't easy but I don't intend to give up just yet.

Thank you for that suggestion - the CORGI guy came through with a very helpful letter giving the make and model of boiler, the situation when he came to replace it and confirming the problems which led to the original disconnection. Very helpful.
