Gas pipe from meter underground regulations

I’m currently digging a trench under my garden (not path) in preparation for the qualified gas engineer to install a new pipe route to my boiler from the meter. Today I asked what type of pipe he will be installing and he commented that standard mdpe yellow 32mm gas pipe is not permitted and has to be deeply buried. Instead he is going to fit the more expensive corrugated stainless steel, covered in yellow 28mm type.
Ive read HSE guidlines and no mention of different types of pipes or “deeply buried” but gives measurements we are currently working to of 375mm.
Is it different because it’s the pipe from the meter?

PE pipe is allowed but it cannot be run internally or on surface so needs transition fittings before it exits from underground and it doesnt need to be any deeper than the standard 375mm .
Fittings are expensive

The yellow sheathed corrugated pipe is quite expensive and the fittings are very expensive.

I do not see any reason not to use the PE pipe as long as it is only outside.
