Is there any requirement to protect gas pipes supplying a property, or is this acceptable?

As long as that gas pipe is sleeved through the concrete step it is ok.

My gas pipe is run like that on the outside of a wall as is our neighbours.

I don't know if gas pipes should be run higher up the wall these days though.

as long as the pipe isnt touching the ground there isnt actually a min-max height, i think it is all about a sensible approach taking into account the actual surroundings, eg this install is so low to get under the step, is it likely to get stood on or bashed by the wheely bin etc,

It's down to a particular engineer's judgement.

I think it's too easy for a kid to stand on it and break it.
I wouldn't pass it without a squeal on a Landlord's Gas Safety check.

It would be better in steel pipe, with suitable brackets. Or if it went up and over the door.
