Hi, after flushing, my cistern continues to fill to about a cm above the overflow pipe before the water goes down level with the overflow and stops refilling. I guess that means its not shutting off quick enough, but does that mean a faulty syphon unit or faulty float valve?

It is not reaching the overflow level, so it is closing.
If you would like the valve to shut off, with less water fill, then it can be adjusted.
 
O/P says the water is rising about 1cm ABOVE the overflow before dropping back down to the overflow level and then shutting off.
If it can rise above the O/F by 1 cm then it seems it would not be able to cope if the valve didn't eventually shut off.
Depending on the float chamber style you can move them along the plastic arm so it shuts off earlier. Maybe by adjusting this it may prevent the water reaching the overflow top.
