Found this running a washer & dishwasher...

Probably (and I may be doing the 'installer' a disservice here) because Live does all the work and the neutral only has to take the unused electricity back to the power station.
So I bet in their mind it was the obvious thing to do.
Frightening though, I suspect good coax would use a 1.5mm solid conductor for the core (maybe 1.0mm) so although hugely dangerous, I guess it only got slightly warm in operation - even with both appliances on.
