She'll be fine with the rubber gloves and the plastic feet sliders so long as she doesn't turn the water on.
 
I noted now static under same rules as touring and TN-C-S not permitted. But there must be loads not using TT.

I can't believe anyone is daft enough to continue using a shower after getting a shock, but also note here in Mid Wales there has been a large reduction of homes avaible for rent as landlords are getting out, so we are seeing more and more mobile homes.

Goverment has pushed landlords too far, and this is likely the result.

is what we are talking about, that looks to me to be well over 30 m² so not really a mobile home, it's a pre-fab. When you look at the picture in the article

it is clearly a big room, that is not what I would call a "caravan park" and yes clue is in "her static home's outside tap" not mobile. Saying "her power supply wasn't earthed properly" says nothing really, the picture of the neighbouring plot

does show there have been problems, clearly been a fire, and some one has a very poor quality camera to take the picture or want to make it so one can't see details. But why write the article? If she owns the home, then up to her to correct faults, if not up to landlord, what I am not sure of however is the rules in Wales, not sure if an EICR is required?

Could not open link with tablet, so did not realise it was a house, I thought she was living in a mobile home where LABC has no jurisdiction, and looking at landlord from hell, but clearly not the case.

36 foot x 12 foot 6 inches is over 30 m² it is not a mobile home, it is a pre-fab, so like any other house, flat etc, comes under LABC, and not classed as as mobile.

"For the purposes of this section. the term "unit" is intended to mean a vehicle and/or mobile or transportable structure in which all or part of an electrical installation is contained, which is provided with a temporary supply by means of, for example, a plug and socket-outlet."

It clearly from pictures was not temporary it showed a full consumer unit for neighbours which had gone on fire, which was not plugged in but had a SWA connection.

This does not of course mean it is not down to some landlord to maintain, it may well be, and if it was in England it would need an EICR under the new rules if rented, OK in Wales so likely does not need an EICR but she has lived in it for over 20 years (decades) and she washed the structure, one assumes inside as clearly rain would regularly wash the outside, and water clearly got some where it should not have got to.

If I washed my house the MDF floors would disintegrate. I would wash my late mother wet room, but no other room in the house.

I'm afraid that's incorrect. The caravan in question is still classed as a mobile home and is exempt* from LABC.
(*Well actually not exempt, because it's not a building in the first place! ;) )

From the various mobile home acts, the definition of a caravan:

"Mobility, in this context, means that the caravan must be capable of being moved when assembled from one place to another. This means that it cannot be fixed to the ground. Permanent works, such as a large porch or extension, which fix the caravan to the ground could mean that a caravan no longer comes within the legal definition of a caravan"
