Increasing the ebay price to a silly value is a known 'trick' used by some ebay vendors when they don't have any available stock to ship. Officially you are supposed to remove the listing if the goods aren't available & relist when they are ... but this costs money (listing fees) and losses statistics so some vendors change the price up to a very high value so nobody will buy. When they have stock again they reduce the price back down & the item starts selling again.
Looks like they're just imported pumps (Anteres maybe). The last Grundfos I saw were really rough...and lasted a couple of days. Anyones guess whether they are Chinese knock-offs or genuine Grundoss made to a cheap spec. Just buy a Worcester pump head for £60 and get the genuine article.
It's legal to sell anything plumbwise...just illegal to install it. Most of the taps/showers on ebay aren't compliant with water regs but it doesn't stop the installation.
